High above the clouds in the subterranean, heavily shielded briefing room of S.H.I.E.L.D. Triskelion Command, the atmosphere was frozen in arctic tension.

A long mahogany table was surrounded by flickering blue holographic screens projecting the shadowy silhouettes of the World Security Council. Councilman Gideon Malick sat at the center, his eyes narrowed as he stared down at the tactical display before him.

Director Nick Fury stood at the head of the chamber in his long black leather trench coat, his single eye cold, dark, and utterly devoid of patience. Behind him stood Captain America, his arms crossed over his chest, and Tony Stark, whose jaw was set in a tight, dark grimace as he nursed a black coffee.

"Let me review the timeline, Director," Councilwoman Hawley’s voice crackled through the encrypted holofeed. "In less than two weeks, a single masked anarchist has hijacked national television broadcasts, paralyzed Tony Stark's armor on live news, humiliated Captain America on the Brooklyn Bridge, stolen seventy million dollars in prototype tech, and destroyed Wilson Fisk's private yacht in international waters."

"And he did it all while riding an ice cream truck, a stolen speedboat, and broadcasting it to twelve million live viewers," Malick added, his voice dripping with disgust. "The media is calling him the 'Joker of Manhattan'. Protesters in Queens are wearing clown makeup outside police precincts. He is turning the authority of this Council into a global laughingstock."

Fury stepped forward, slamming a heavy black dossier onto the glass table with a dull THUD.

"He isn't just a clown, Council," Fury said, his deep voice cutting through the room like a razor blade. "He's operating with former KGB elite assets—specifically Romanoff and Hardy. He’s utilizing sub-quantum energy harvested from Chitauri technology, and his ability to manipulate digital infrastructure threatens every financial and military grid on the East Coast."

"So what is your solution, Director?" Malick asked coldly.

Fury tapped a biometric sensor on his wrist. The holographic table shifted, dissolving the footage of the burning casino yacht and replacing it with a towering, crimson-and-black schematic of an armada of heavy armored tactical vehicles, orbital satellite tracking grids, and specialized dampening strike teams.

[PROJECT OVERLORD: AUTHORIZED]

"Project Overlord," Fury stated flatly. "A full city-wide military lockdown of the Tri-State area. Airborne thermal sweeps, sub-surface acoustic sensors in every subway line, and a greenlit shoot-on-sight mandate for all non-civilian unauthorized targets within the Manhattan grid."

Steve Rogers stepped forward, his brow furrowed in deep disagreement. "Nick, you're talking about putting martial law on four million civilians. Martial law in New York City isn't a containment strategy, it's a powder keg."

"The powder keg is already lit, Steve!" Tony snapped, setting his coffee cup down with a sharp clatter. "He hacked my suit. He turned FRIDAY into a clown voice generator! He's not just breaking laws; he's dismantling the perception that we can protect anyone. If we don't lock down the grid now, he's going to turn the whole city into his personal theme park."

The World Security Council members exchanged quiet, shadow-draped glances. Malick slowly raised his hand.

"Project Overlord is approved, Director," Malick declared. "Deploy the strike teams. Seal the island. Bring us the clown... dead or alive."

Meanwhile, forty feet beneath Roosevelt Avenue, the Queens subway station was silent save for the quiet sound of champagne pouring into three crystal glasses.

Jack sat back on the stolen Broadway velvet sofa, his long legs propped up on a crate of uncut diamonds, a fresh cigar burning lazily between his fingers. Beside him, Natasha was unwrapping her wrist tape, her green silk gown tossed over a chair, replaced by her dark tactical suit. Felicia was humming happily as she counted through stacks of Fisk’s bearer bonds.

Suddenly, every terminal monitor on the workbench flickered violently!

BZZZZZZT-RED-ALERT!

The screens flashed from glowing gold to a harsh, flashing crimson warning sign:

[SYSTEM WARNING: REGIONAL THREAT LEVEL EXTREME!]

S.H.I.E.L.D. Project Overlord Initiated!

Manhattan Grid Lockdown: 85% Complete

Sub-surface Acoustic Scanners Active in All Underground Lines!

System Message: "The hunters have deployed their ultimate net. Time to show them who owns the city."

Jack didn't panic. He didn't jump up.

He slowly blew a long, grey ring of cigar smoke toward the flickering crimson screens, his bloodshot eyes sparkling with an unholy, joyous excitement as his [50.0% SYNCHRONIZATION] buzzed pleasantly through his veins.

"Oh, girls..." Jack purred softly, a dark, raspy giggle bubbling up from his chest as he pulled Natasha into his lap. "Listen to that rhythm... Nick Fury just sent us an invitation to the biggest party in town!"

Natasha leaned back against his chest, her steel-grey eyes reflecting the red warning lights. "Martial law, Jack. S.H.I.E.L.D. is locking down every bridge, tunnel, and subway line."

"Good!" Jack shrieked happily, tossing his cigar into an empty can of spray paint. "I WAS GETTING BORED OF THE SUBWAY ANYWAY! TIME TO TAKE THE SHOW TO THE STREETS! HAHAHAHA!"
